Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following activities: 1) carrying out activities on hygienic education, information and communication activities on maintaining a healthy lifestyle, prevention of non-communicable diseases and drug use and psychotropic substances without a doctor’s prescription; 2) identification of violations of the basic conditions for maintaining a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor’s prescription, determining the degree of their severity and danger to health; 3) provision of medical services for the correction (elimination or reduction of levels) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor’s appointment with a doctor - psychiatrist - narcologist of a specialized medical organization or other medical organization providing drug treatment; 4) conducting medical examinations and preventive medical examinations; 5) conducting dispensary observation of patients with non-communicable diseases, as well as citizens with a high risk of developing cardiovascular diseases. 7 7. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations is carried out within the framework of the provision of primary health care, including primary pre-medical health care, primary medical health care, primary specialized health care, as well as specialized medical assistance and sanatorium and resort treatment. Medical care for the prevention of non-communicable diseases is provided in the following conditions: 1) on an outpatient basis (in conditions that do not provide round-the-clock medical supervision and treatment), including at home when a medical worker is called; 2) in a day hospital (in conditions that provide medical supervision and treatment during the day, but do not require round-the-clock medical supervision and treatment); 3) inpatient (in conditions that provide round-the-clock medical supervision and treatment). A paramedic (nurse) of a paramedic and obstetric station and a paramedic health center when implementing the prevention of non-communicable diseases and carrying out measures to promote a healthy lifestyle: 1) identifies and corrects the main risk factors for the development of non-communicable diseases, refers, if there are medical indications, to a doctor - a specialist providing primary medical and sanitary care, in the department (office) of medical prevention, health center, office of medical assistance to stop tobacco consumption; 2) participates in the organization and conduct of medical examinations and preventive medical examinations; 3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases; 4) carries out the development and implementation of measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor’s prescription; 5) informs citizens about the need to urgently seek medical help in case of life-threatening conditions, diseases and their complications, as well as training persons at high risk of developing life-threatening conditions and their family members in the rules of first aid for these conditions. As part of the provision of primary medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by general practitioners, local physicians, general practitioners (family doctors), pediatricians, local pediatricians in the direction of medical workers or upon independent application by a citizen. The organization of the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by medical organizations and their structural divisions in accordance with Appendices No. 1-9 to this Procedure. 13 Appendix 1 to the Procedure “Rules for organizing the activities of the department (office) of medical prevention for adults” 1. These Rules determine the procedure for organizing the activities of the department (office) of medical prevention for adults. 2. The department (office) of medical prevention for adults is a structural unit of a medical organization or other organization carrying out medical activities, providing primary health care (hereinafter referred to as the medical organization). 3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention office for adults. A medical worker with a secondary vocational (medical) education in the specialties “nursing”, “obstetrics”, “general medicine”, who has completed training in additional professional advanced training programs on the prevention of non-communicable diseases and the promotion of a healthy lifestyle. 15 7. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote healthy lifestyle in medical organizations approved by this order. 16 8. To organize the work of the department of medical prevention for adults, it is recommended to include the following structural units in its structure: 1) an office for organizing medical examinations and preventive medical examinations; 2) a room for diagnosis and correction of the main risk factors for the development of non-communicable diseases; 3) room for population prevention methods. 9. If it is not possible to allocate separate premises for the structural units of the medical prevention department, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for the implementation of activities for the organization of medical examinations and preventive medical examinations, diagnosis and correction of risk factors for the development of non-communicable diseases. The equipment of the medical prevention department (office) for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out measures to promote a healthy lifestyle in medical organizations, approved by this order. 19 11. The main functions of the department (office) of medical prevention for adults are (continued): 7) referral of patients, if necessary, to specialist doctors, including referral of citizens with tobacco addiction to medical assistance rooms to stop tobacco consumption, and citizens with identified harmful consumption of alcohol or the risk of consumption of narcotic drugs and psychotropic substances, see a doctor - psychiatrist - narcologist of a specialized medical organization providing drug treatment; 8) clinical observation, including the prescription of medications for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases; 9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle; 10) training citizens in the rules of first aid for life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accidents, acute heart failure, sudden cardiac death), including individual and/or group training for persons at high risk of developing these life-threatening conditions, and members of their families; 11) submission of reports in the prescribed manner**, collection and provision of primary data on medical activities for information systems in the field of healthcare ***, including control, recording and analysis of the results of medical examinations and preventive medical examinations; ** *** 12) organization and participation in events to promote a healthy lifestyle among the population, including as part of mass events and information campaigns, as well as informing the population, including means mass media, on methods for correcting risk factors for non-communicable diseases and preventing their complications; 13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the use of narcotic drugs and psychotropic substances without a doctor’s prescription. On amendments to the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 274 “On approval of the Rules for attracting independent experts in the field of healthcare”

In accordance with subparagraph 102-1) of paragraph 1 of Article 7 of the Code of the Republic of Kazakhstan dated September 18, 2009 “On the health of the people and the healthcare system” I ORDER:

1. Include in the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 274 “On approval of the Rules for attracting independent experts in the field of healthcare” (registered in the Register of State Registration of Normative Legal Acts under No. 11207 dated May 28, 2015, published in information and legal system “Adilet” on June 17, 2015) the following changes:

— the title should be stated as follows:

“On approval of the Rules for attracting independent experts when conducting external examinations”;

— the preamble should be stated as follows:

Rules for attracting independent experts when conducting external examinations

Chapter 1. General provisions

1. These Rules for attracting independent experts when conducting an external examination were developed in accordance with subparagraph 102-1) of paragraph 1 of Article 7 of the Code of the Republic of Kazakhstan dated September 18, 2009 “0 public health and the healthcare system” (hereinafter referred to as the Code) and determine the procedure for attracting independent experts during external examination.

2. The purpose of attracting independent experts is:

1) ensuring the rights of patients to receive medical care of the required volume and proper quality based on the optimal use of human, material and technical resources of healthcare entities and the use of modern medical technologies;

2) ensuring transparency and objectivity in assessing the activities of healthcare entities, the competence of medical workers, and the qualification level of specialists;

3) ensuring the relevance and validity of recommendations when forming general requirements to provide medical care to a patient with a specific disease or clinical situation.

3. Basic concepts used in these Rules:

1) subject of healthcare, healthcare organization, with the exception of organizations operating in the field of sanitary and epidemiological welfare of the population, as well as individuals, engaged in private medical practice and pharmaceutical activities;

2) an individual - citizens of the Republic of Kazakhstan, citizens of other states, as well as stateless persons;

3) a legal entity, an organization that has separate property by right of ownership, economic management or operational management and is liable with this property for its obligations, can acquire and exercise property and personal non-property rights and obligations on its own behalf, and be a plaintiff and defendant in court;

4) examination of the quality of medical services (hereinafter referred to as the Examination) - a set of organizational, analytical and practical activities carried out to make an opinion on the level of quality of medical services provided by physical and legal entities, using indicators reflecting the effectiveness, completeness and compliance of medical services with standards. Expertise is divided into internal and external;

5) independent examination - a procedure carried out by independent experts as part of an external examination in order to make an opinion on the level of quality of medical services provided by healthcare entities, using indicators reflecting the effectiveness, completeness and compliance of the medical services provided with standards;

6) independent expert, an individual who has a higher medical education and meets the requirements for individuals applying for an independent examination, determined by the authorized body.

4. Individuals and healthcare entities receive information about independent experts from a database of accredited independent experts in the field of healthcare.

5. An independent expert is involved when conducting an external examination, taking into account his medical and pharmaceutical specialty.

6. Payment for services for conducting an independent examination is carried out on the basis of a certificate of completion of work.

Chapter 2. The procedure for attracting independent experts when conducting an external examination

7. Independent experts are involved when conducting an external examination of the activities of healthcare entities:

1) the authorized body and its territorial divisions;

2) healthcare subjects;

3) individuals or legal entities.

8. When conducting an external examination, independent experts are involved:

1) by the authorized body and its territorial divisions during a commission review in the following cases:

— conducting inspections in the field of quality of medical services for compliance. activities of the inspected entities to the requirements established by the legislation of the Republic of Kazakhstan;

— carrying out accreditation of healthcare entities in accordance with the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated March 10, 2015 No. 127 “On approval of the Rules of accreditation in the field of healthcare” (registered in the Register of State Registration of Normative Legal Acts No. 10735);

— examination of treated cases with fatal outcomes;

2) healthcare entities on a contractual basis;

3) individuals or legal entities in cases of disagreement with the conclusions of the external examination.

Appendix “Procedure for organizing and implementing the prevention of non-communicable diseases ....” 1. Levels of prevention of non-communicable diseases - population, group and individual. 2. Who carries out prevention (state authorities, local governments, employers, medical organizations, educational organizations and physical education and sports organizations, public associations). 4. Prevention of non-communicable diseases is ensured through: 1) development and implementation of programs for promoting a healthy lifestyle and prevention of non-communicable diseases, including programs to reduce the prevalence of the main risk factors for their development, as well as prevention of the use of narcotic drugs and psychotropic substances without a doctor’s prescription; 2) implementation of measures for the prevention and early detection of non-communicable diseases, risk factors for their development, including early identification of the risk of harmful alcohol consumption, and the risk of consumption of narcotic drugs and psychotropic substances without a doctor’s prescription, measures to correct identified risk factors for the development of non-communicable diseases, as well as dispensary monitoring citizens with chronic non-communicable diseases or a high risk of developing them. 5. Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following activities: 1) carrying out activities on hygienic education, information and communication activities on maintaining a healthy lifestyle, prevention of non-communicable diseases and the consumption of narcotic and psychotropic drugs substances without a doctor’s prescription; 2) identification of violations of the basic conditions for maintaining a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor’s prescription, determining the degree of their severity and danger to health; 3) provision of medical services for the correction (elimination or reduction of levels) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor’s appointment with a doctor - psychiatrist - narcologist of a specialized medical organization or other medical organization providing drug treatment; 4) conducting medical examinations and preventive medical examinations; 5) conducting dispensary observation of patients with non-communicable diseases, as well as citizens with a high risk of developing cardiovascular diseases. 7. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations is carried out within the framework of the provision of primary health care, including primary pre-medical health care, primary medical health care, primary specialized health care, as well as specialized medical care and sanatorium and resort treatment. 8. Medical care for the prevention of non-communicable diseases is provided in the following conditions: 1) on an outpatient basis (in conditions that do not provide round-the-clock medical supervision and treatment), including at home when a medical worker is called; 2) in a day hospital (in conditions that provide medical supervision and treatment during the day, but do not require round-the-clock medical supervision and treatment); 3) inpatient (in conditions that provide round-the-clock medical supervision and treatment). 10. A paramedic (nurse) of a paramedic and obstetric station and a paramedic health center when carrying out the prevention of non-communicable diseases and carrying out measures to promote a healthy lifestyle: 1) identifies and corrects the main risk factors for the development of non-communicable diseases, refers, if there are medical indications, to a specialist doctor providing primary medical care, in the department (office) of medical prevention, health center, office of medical assistance to stop tobacco consumption; 2) participates in the organization and conduct of medical examinations and preventive medical examinations; 3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases; 4) carries out the development and implementation of measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor’s prescription; 5) informs citizens about the need to urgently seek medical help in case of life-threatening conditions, diseases and their complications, as well as training persons at high risk of developing life-threatening conditions and their family members in the rules of first aid for these conditions. 11. As part of the provision of primary medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by general practitioners, local physicians, general practitioners (family doctors), pediatricians, local pediatricians in the direction of medical workers or upon independent application by a citizen. 16. The organization of the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by medical organizations and their structural divisions in accordance with Appendices No. 1-9 to this Procedure. Appendix 1 to the Procedure “Rules for organizing the activities of the department (office) of medical prevention for adults” 1. These Rules determine the procedure for organizing the activities of the department (office) of medical prevention for adults. 2. The department (office) of medical prevention for adults is a structural unit of a medical organization or other organization carrying out medical activities, providing primary health care (hereinafter referred to as the medical organization). 3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention office for adults. A medical worker with a higher education in the specialties (areas of training) “medicine”, “pediatrics”, “medical and preventive care”, “dentistry”, “nursing”, who has completed additional training is appointed to the position of head of the office of medical prevention for adults. professional development programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle. A medical worker with a secondary vocational (medical) education in the specialties “nursing”, “obstetrics”, “general medicine”, who has completed training in additional professional advanced training programs on the prevention of non-communicable diseases and the promotion of a healthy lifestyle. 7. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy image life in medical organizations approved by this order. 8. To organize the work of the department of medical prevention for adults, it is recommended to include the following structural units in its structure: 1) an office for organizing medical examinations and preventive medical examinations; 2) a room for diagnosis and correction of the main risk factors for the development of non-communicable diseases; 3) room for population prevention methods. 9. If it is not possible to allocate separate premises for the structural units of the medical prevention department, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for the implementation of activities for the organization of medical examinations and preventive medical examinations, diagnosis and correction of risk factors for the development of non-communicable diseases. 10. The equipment of the medical prevention department (office) for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle in medical organizations, approved by this order. 11. The main functions of the department (office) of medical prevention for adults are: 1) carrying out measures to prevent non-communicable diseases, including those that are the main cause of disability and mortality of the population; 2) organization and participation in medical examinations and preventive medical examinations of the adult population; 3) participation in informing citizens receiving medical care in a medical organization about medical examinations and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examinations and preventive medical examinations; 4) maintaining medical records and performing certain medical studies during medical examinations and preventive medical examinations; 5) identification (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor’s prescription, identifying violations of the basic conditions for maintaining a healthy lifestyle; 6) carrying out measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption for citizens, including citizens with II and III health status groups * (as directed by a medical worker, as part of the second stage of clinical examination); * Order of the Ministry of Health of the Russian Federation dated September 30 n “On approval of the Procedure...” Appendix 1 to the Procedure “Rules for organizing the activities of the department (office) of medical prevention for adults”


11. The main functions of the department (office) of medical prevention for adults are (continued): 7) referral of patients, if necessary, to specialist doctors, including referral of citizens with tobacco addiction to medical assistance rooms to stop tobacco consumption, and citizens with identified harmful consumption of alcohol or the risk of consumption of narcotic drugs and psychotropic substances, see a doctor - psychiatrist - narcologist of a specialized medical organization providing drug treatment; 8) dispensary observation, including the prescription of medications for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases; 9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle; 10) training citizens in the rules of first aid for life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accidents, acute heart failure, sudden cardiac death), including individual and/or group training for persons at high risk of developing these life-threatening conditions, and members of their families; 11) submission of reports in the prescribed manner**, collection and provision of primary data on medical activities for information systems in the field of healthcare***, including control, recording and analysis of the results of medical examinations and preventive medical examinations; ** *** 12) organization and participation in events to promote a healthy lifestyle among the population, including as part of mass events and information campaigns, as well as informing the population, including the media, about methods for correcting risk factors for non-communicable diseases and prevention of their complications; 13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the use of narcotic drugs and psychotropic substances without a doctor’s prescription. 1. This Procedure establishes the rules for organizing and implementing the prevention of non-communicable diseases, as well as carrying out activities to promote a healthy lifestyle in medical organizations and other organizations engaged in medical activities (hereinafter referred to as medical organizations).

2. Prevention of non-communicable diseases is carried out at the population, group and individual levels by state authorities, local governments, employers, medical organizations, educational organizations and physical education and sports organizations, public associations through the development and implementation of a system of legal, economic and social measures aimed at prevention of the occurrence, spread and early detection of such diseases, as well as reducing the risk of their development, prevention and elimination negative impact on the health of internal and external environment, formation of a healthy lifestyle.

The formation of a healthy lifestyle among citizens, including minors, is ensured by carrying out activities aimed at informing citizens (legal representatives of persons specified in Part 2 of Article 20 of the Federal Law of November 21, 2011 N 323-FZ) about risk factors for their health, creating motivation to lead a healthy lifestyle and creating conditions for leading a healthy lifestyle, including physical education and sports.

4. Prevention of non-communicable diseases is ensured by:

5. Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following measures:

1) carrying out activities on hygienic education, information and communication activities on maintaining a healthy lifestyle, prevention of non-communicable diseases and consumption of narcotic drugs and psychotropic substances without a doctor’s prescription;

1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical professional is called;

2) in a day hospital (in conditions that provide medical supervision and treatment during the day, but do not require round-the-clock medical supervision and treatment);

3) inpatient (in conditions that provide round-the-clock medical supervision and treatment).

9. As part of the provision of primary pre-medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by paramedics and other medical workers with secondary medical education upon the direction of medical workers or upon independent application by a citizen.

10. A paramedic (nurse) of a paramedic-midwife station and a paramedic health center when implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle:

1) identify and correct the main risk factors for the development of non-communicable diseases, refer, if there are medical indications, to a specialist doctor providing primary health care, to the department (office) of medical prevention, health center, office of medical assistance for cessation of tobacco consumption;

2) participates in the organization and conduct of medical examinations and preventive medical examinations;

3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases;

4) carries out the development and implementation of measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor’s prescription;

11. As part of the provision of primary medical care, the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by general practitioners, local physicians, general practitioners (family doctors), pediatricians, local pediatricians in the direction of medical workers or upon independent application by a citizen.

12. General practitioner (precinct physician, general practitioner (family doctor), pediatrician, local pediatrician) when carrying out the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle:

1) identifies and corrects the main risk factors for the development of non-communicable diseases, including in the form of brief preventive counseling, timely diagnosis of non-communicable diseases, and, if necessary, refers, if necessary, to the department (office) of medical prevention, health center, medical care office for quitting tobacco consumption, paramedic health center and paramedic-midwife station, as well as to medical specialists in the profile of the identified disease (condition) and risk factor;

4) takes part in the development and implementation of measures to inform and motivate citizens, including minors, to maintain a healthy lifestyle and prevent non-communicable diseases, reduce the risk of harmful alcohol consumption and consumption of narcotic drugs and psychotropic substances without a doctor’s prescription;

5) informs citizens about the need to urgently seek medical help in case of life-threatening conditions, diseases and their complications, as well as training persons at high risk of developing life-threatening conditions and their family members in the rules of first aid for these conditions.

13. As part of the provision of primary specialized health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by medical specialists in the profile of the medical care provided upon the referral of medical workers or upon the independent request of a citizen, as well as in the process of dispensary observation of patients with non-communicable diseases.

14. As part of the provision of specialized medical care, medical specialists carry out the prevention of non-communicable diseases according to the profile of the medical organization (its structural unit), and also inform about maintaining a healthy lifestyle and correcting the main risk factors for the development of non-communicable diseases. If necessary, for this purpose the citizen is referred to a doctor for medical prevention at a medical organization providing specialized medical care.

15. As part of sanatorium-resort treatment, medical specialists of sanatorium-resort organizations identify the main risk factors for the development of non-communicable diseases and carry out their correction, including in the form of individual in-depth preventive counseling or group preventive consultation, carry out the prevention of non-communicable diseases according to the profile of the sanatorium-resort organizations and information about maintaining a healthy lifestyle.

16. The organization of the prevention of non-communicable diseases and the formation of a healthy lifestyle is carried out by medical organizations and their structural divisions in accordance with Appendices No. 1-9 to this Procedure.

7. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy image life in medical organizations approved by this order.

8. To organize the work of the department of medical prevention for adults, it is recommended to include the following structural units in its structure:

1) office for organizing medical examinations and preventive medical examinations;

2) a room for diagnosis and correction of the main risk factors for the development of non-communicable diseases;

3) room for population prevention methods.

9. If it is not possible to allocate separate premises for the structural units of the medical prevention department, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for the implementation of activities for the organization of medical examinations and preventive medical examinations, diagnosis and correction of risk factors for the development of non-communicable diseases.

10. The equipment of the medical prevention department (office) for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle in medical organizations, approved by this order.

11. The main functions of the department (office) of medical prevention for adults are:

1) carrying out measures to prevent non-communicable diseases, including those that are the main cause of disability and mortality of the population;

2) organization and participation in medical examinations and preventive medical examinations of the adult population;

3) participation in informing citizens receiving medical care in a medical organization about medical examinations and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examinations and preventive medical examinations;

4) maintaining medical records and performing certain medical studies during medical examinations and preventive medical examinations;

5) identification (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor’s prescription, identifying violations of the basic conditions for maintaining a healthy lifestyle;

12) diagnosis and correction of risk factors for the development of non-communicable diseases;

13) maintaining medical records and submitting reports in the prescribed manner, collecting and providing primary data on medical activities for information systems in the field of healthcare, including monitoring, recording and analysis of the results of medical examinations and preventive medical examinations.

On the organization of control over procedures for the preparation and issuance of licenses in an automated mode

In order to increase the efficiency of control over the activities related to the preparation of licenses in the central office and territorial bodies of the Federal Service for Environmental, Technological and Nuclear Supervision (hereinafter referred to as Rostechnadzor), I order:

1. Approve forms for presenting information on the progress of registration and recording of applications from license applicants, consideration of documents submitted to obtain licenses, execution and registration of licenses, as well as refusals to grant licenses, and identify departments of the central office of Rostechnadzor responsible for the accuracy, completeness and timeliness of entering information in approved forms N 1Л and N 2Л ().

2. Approve the “Schedule of work for the creation and commissioning of the functional task of the state automated information and control system for industrial safety regulation (AIS PB) “Monitoring work with applications of license applicants”, intended for automated collection and processing of information in accordance with approved forms N 1L and N 2L ().

3. To the heads of departments of the central office and heads of territorial bodies for technological and environmental supervision of Rostechnadzor:

3.1. ensure constant operation of the functional task “Monitoring work with applications of license applicants”;

3.2. before January 1, 2007, send comments and proposals for further development and improvement of this functional task to the Department of Organizational and Legal Support of Regulatory Activities.

4. The Interregional Territorial District for Informatization and Information Protection (MTOIZI, A.N. Chelyshev) until July 31, 2006, create an archive of licenses for 2006 in the field of use atomic energy, falling within the competence of Rostechnadzor. Complete all formation work full archive licenses in the field of atomic energy use until December 31, 2006.

5. The Department of Organizational and Legal Support of Regulatory Activities (V.V. Kochemasov) to summarize the comments and suggestions of departments on the functional task “Monitoring work with applications of license applicants” and, by February 1, 2007, submit consolidated proposals to the management of Rostechnadzor for further development and improvement of this functional tasks.

6. MTOIZI, together with the Department of Organizational and Legal Support, before August 1, 2006, submit proposals for the creation of tools for automated control of procedures for the preparation of permits issued by Rostechnadzor () and conclusions of the state environmental assessment.

7. I entrust control over the implementation of this order to the deputy head of Rostekhnadzor K.L. Seagull.
